EU · EPRPackaging, electrical equipment and battery EPR apply (through national law). Textile EPR adopted: transposition by 17 June 2027, schemes by 17 April 2028.

Extended Producer Responsibility (packaging, electrical equipment, batteries, textiles)

Directive 2008/98/EC (as amended by (EU) 2025/1892); Regulation (EU) 2025/40; Directive 2012/19/EU; Regulation (EU) 2023/1542

EPR makes the company that first makes a product available in a country pay for its collection and recycling, usually by joining a producer responsibility organisation. Registration is national: a seller registers, reports and pays separately in every country it sells into, including cross-border online sales. Textiles and footwear get mandatory EPR from 2028.

Who is covered

Producers: EU manufacturers or brand owners, importers or first distributors in a country, and distance sellers selling to end users in another country. Online platforms must collect registration numbers; fulfilment providers must check them. Packaging: simplified reporting under 10 tonnes a year per country.

Your duties

  • Map your sales by country and by stream (packaging, electrical equipment, batteries, textiles)
  • Register in each national producer register before selling there
  • Appoint an EPR authorised representative where you sell at a distance without an establishment
  • Join a producer responsibility organisation or run your own scheme; pay eco-modulated fees
  • Report quantities placed on the market (packaging: by 1 June each year)
  • Give registration numbers to marketplaces and fulfilment providers

Product data it needs

  • Countries of sale and sales channel
  • EPR registration number per country and stream
  • Producer responsibility organisation and authorised representative per country
  • Quantities placed on the market per country per year, by material or category
  • Eco-modulation criteria (recyclability, recycled content, durability)
